Invest Watch: Civic Monitoring of Public Investments

Amid a full-scale war and Ukraine’s recovery, public investment is playing an increasingly important role in rebuilding social infrastructure, housing, administrative buildings, and other facilities vital to the life of communities. At the same time, the public must have access to clear, transparent, and verified information about how such projects are being implemented, whether they meet the needs of communities, and how effectively public funds are being used.

The Center for Innovation Development, with the support of the European Union, is launching the project “InvestWatch: Public Monitoring of Public Investments”.

Project Objective

The project will be implemented in the Sumy, Chernivtsi, Khmelnytskyi, and Kirovohrad regions. The monitoring will focus on public investment projects in the areas of social and community infrastructure, including educational, healthcare, and cultural facilities, as well as administrative buildings and residential properties.

The project includes the following:

  • selection and monitoring of 15 public investment projects in local communities;
  • desk analysis of project, financial, and tender documentation to assess the transparency and effectiveness of budget fund utilization;
  • analysis of open data from DREAM, Prozorro, Spending, and official community websites;
  • on-site visits to reconstruction sites to assess the actual progress of work;
  • conducting interviews with representatives of local governments, heads of institutions, and project beneficiaries;
  • assessing the alignment of project implementation with stated plans, community needs, and accessibility and energy efficiency requirements;
  • preparing 15 project profiles and 15 fact sheets for public investment projects;
  • publishing monitoring results openly, including on the Big Recovery Portal;
  • regularly informing the public about the project’s progress and results through partner media outlets and our own information resources.

InvestWatch is intended to serve as a tool for independent public oversight of how public investment projects are implemented at the local level. The project will combine analytical work using open data, on-site inspections of facilities, communication with communities, and the public presentation of results.

Expected outcomes of the project:

  • improving the accessibility and organization of information about public investment projects;
  • strengthening the accountability of government agencies and project implementers;
  • identifying common problems and risks in the implementation of recovery projects;
  • raising public awareness of public investments in their communities;
  • strengthening the role of civil society in monitoring reconstruction processes;
  • building the trust of citizens and international partners in Ukraine’s recovery processes.

The implementation of this project is an important step toward a transparent, accountable, and community-focused reconstruction of Ukraine, in which every investment contributes to genuine recovery, high-quality services, and public trust.
