Modelling the functioning of the eDem module in the digital ecosystem of reconstruction management

The successful and effective reconstruction of Ukraine depends on the level of involvement of every citizen! To make the reconstruction process as transparent, efficient and democratic as possible, an electronic democracy (eDem) module is being developed. This will ensure active participation of the public in the reconstruction of our country, help reduce the risks of misuse of funds and increase the level of trust in the reconstruction.

Together with representatives of the public and local authorities, we held four discussions and developed draft models of the process of the future eDem module in the digital ecosystem of recovery management.

The discussions were held in two formats – online and offline in Kyiv and Drohobych.

The participants discussed what the future eDem module should look like, what functions it should contain, who should be involved in the process and at what stages of implementation. They also analysed the challenges and benefits of the proposed models.

Based on the meetings and discussions, the following key points can be highlighted

  • the need to involve all stakeholders in the reconstruction process;
  • raising awareness of the reconstruction process;
  • the need to inform the authorities about reconstruction projects and plans;
  • joint responsibility of the authorities and the public for the implemented projects;
  • involving the public in the design of reconstruction projects;
  • increasing expertise and conducting relevant training on project planning and implementation;
  • accessibility and openness of information;
  • prioritisation of projects;
  • the need to create appropriate infrastructure;
  • ranking of access to reconstruction processes;
  • readiness of local governments to take into account public opinion;
  • the need for legislative changes.

The next step is to finalise the developed models and hold a rating vote to evaluate the models, with the participation of event participants, the expert network and all stakeholders.

Taking into account the selected models, recommendations and research results, a draft technical task for the future eDem module will be developed. The development of the module is coordinated by the Innovation Development Centre.
