Amid martial law, a constant shortage of resources, and heavy pressure on local governments, Ukrainian communities face complex daily decisions regarding the planning, prioritization, and allocation of public resources. The restoration of critical infrastructure, the maintenance of basic services, the stability of communities, and their ability to attract additional funding all depend on the quality of these decisions.
To help communities make the management of public resources more systematic and transparent, the Center for Innovations Development, with support from the «Partnership for a Strong Ukraine» Program, is launching the project «Effective and transparent management of public resources at the community level».
The project will be implemented in the Chernihiv, Sumy, Kharkiv, Zaporizhzhia, Dnipropetrovsk, Donetsk, Mykolaiv, Odesa, and Kherson regions and aims to strengthen institutional capacity and implement data-driven approaches to public resource management.
Project objective: To help communities plan, set priorities, prepare, implement, and monitor public resources more effectively, especially in the face of wartime challenges, limited funding, and the need for rapid and high-quality recovery.
The project plans to:
- assess the institutional capacity of 33 partner communities in the area of planning and managing public resources;
- conduct a training program for local government representatives on public resource management, project prioritization, and the use of digital tools;
- provide individual and group expert support to communities on developing portfolios of priority initiatives, updating data in DREAM, and improving management documents;
- develop practical recommendations, methodological materials, and tools for more transparent and accountable management of public resources;
- disseminate the solutions, experience, and best practices developed among communities, government agencies, and partners.
We expect that, thanks to this project, communities will be able to better align their strategic priorities, budget decisions, and recovery projects. As a result, updated portfolios of priority initiatives will be developed, the skills of local government officials will be strengthened, and practical tools will be prepared that communities can use in their day-to-day work.
Why is this important?
- Many communities still lack systematic approaches and practical tools for effective planning, needs and risk assessment, priority setting, and results monitoring;
- Public resource management must be based on clear data, transparency, accountability, and alignment between strategic goals, budget decisions, and the actual needs of communities;
- Effective management helps communities restore critical infrastructure more quickly, ensure service continuity, and use available funds more efficiently;
- It also involves enhancing communities’ capacity to attract national and international funding.
This is the goal of the project – to help communities transition from reacting to challenges on a case-by-case basis to systematic planning based on data, transparency, and long-term sustainability.
