On July 6-7, the team from the Center for Innovation Development conducted its second monitoring visit as part of the «InvestWatch: civil society monitoring of public investment» project, which is being implemented with the support of the European Union. This time, the experts worked in the Chernivtsi City territorial community.
During the visit, they reviewed four investment projects with a total value of over 715 million UAH. These include:
creating a modern educational environment as part of the «New Ukrainian school» reform;
the renovation of temporary facilities for the children of Preschool №52, «Veseli Stezhynky»;
the construction of housing for internally displaced persons – one of the community’s largest projects;
the major renovation of Secondary school №20, incorporating energy-efficient solutions.
«The community is consistently implementing its plans. We’ve seen that the selection of projects is not random; there is a clear logic and a strategic vision for development», – says Mykhailo Leichenko, CEO of IT and analytics at the Center for Innovation Development.
A common challenge for everyone is the ability of contracting organizations to recruit specialists. Due to the small scale of these companies, they cannot retain employees, which complicates the execution of large-scale construction projects.
The expert also highlighted the Chernivtsi City Council’s approach to financial management. Educational institutions have been granted financial autonomy and independently manage funding within the framework of public investment projects, while the Department of education monitors compliance with procedures and implementation deadlines.
Field monitoring is just one stage of the study. Experts are conducting a detailed analysis of project, financial, and tender documentation. Based on the results, the experts will prepare recommendations for the community to help make the implementation of public investments even more effective and transparent.
As a reminder, as part of the «InvestWatch: civil society monitoring of public investment» project, experts will analyze 15 public investment projects in the Sumy, Chernivtsi, Khmelnytskyi, and Kirovohrad regions.
